This file contains correspondence and reports dated 1952–1953 from the Scientific Advisory Panel on Unidentified Flying Objects, convened by the CIA’s Office of Scientific Intelligence. The panel’s primary conclusion was that “flying saucers” did not pose a direct physical threat to the national security of the United States. The panel found no evidence that these phenomena were attributable to hostile foreign artifacts or indicated a need to revise existing scientific concepts. However, the panel identified a significant indirect threat stemming from the public’s fascination with the subject. The panel concluded that the high volume of reports, encouraged by a "sensationalist press," could overwhelm and clog vital intelligence and communication channels, potentially distracting from genuine threats. Furthermore, they warned that a “morbid national psychology” could be exploited by adversaries to incite “hysterical behavior and harmful distrust of duly constituted authority.” To mitigate these risks, the panel recommended an official policy of “debunking” to “strip the UFO subject of its mystery,” alongside a training initiative for military personnel to better recognize and filter out misidentified objects, thereby reducing communication “noise” and allowing the national security apparatus to focus on more "legitimate defense concerns."

This document is a Central Intelligence Agency (CIA) intelligence information report (IIR) that describes human intelligence gathering activities in the Union of Soviet Socialist Republics (USSR). This report characterizes its content as informational, not as finally evaluated intelligence. In section 14 of this document, the source describes an incident occurring in summer of 1973, where he allegedly observed an airborne, luminous, bright green, unidentified object. The source described concentric circles forming around the phenomenon over a period of several minutes, before it dissipated. The source also stated that no sound attended the observation. The source offered no opinion on the nature of the phenomenon and was unable to provide further details regarding the incident.

This memorandum summarizes a Central Intelligence Agency (CIA) debriefing of a group of four individuals who reported observing a “flying saucer” or “unconventional aircraft” in 1955. The group, which included U.S. Senator Richard Russell, a U.S. military service member, and two U.S. Government officials, reported observing a luminescent “greenish-yellow” phenomenon, as seen from aboard a train while traveling within the Soviet Union, in present-day Azerbaijan, between Baku and Tiflis (Tbilisi, Georgia). The document concludes by stating that the observation can “probably be explained as steep climbing aircraft or missiles,” and that “the evidence does not appear sufficiently firm to warrant the conclusion that the Soviets have developed […] a radically new type of aircraft.” The document “CIA-UAP-D021” contains a contemporary analysis of the incident.

Sections 1 and 2 of this memorandum document a 1955 analysis of reports of “flying saucers” or “unconventional aircraft,” referencing the incident described in observer debriefings contained within CIA-UAP-D020. The memo summarizes the incident as consisting of two lights rising vertically, then passing above the observers. The memo contains caveating language that suggests the author concluded that the reports, as described, did not indicate the presence of an “unconventional aircraft.” Section 3 cites a previous finding by Dr. [Howard] Robertson (of the 1953 Robertson Panel) that “almost all the sightings […] represented no threat to the U.S.” Section 4 discusses the state of then-current research into “saucer-like aircraft” under Project “Y,” a contemporary joint U.S.-Canadian aerospace development program.

This file contains Central Intelligence Agency (CIA) memoranda exchanged between the Assistant Director for Special Activities (AD/SA) and the Assistant Director for Scientific Intelligence (AD/SI) regarding an incident allegedly involving unidentified aircraft in the vicinity of Puerto Rico. The AD/SI was then-responsible for analyzing foreign scientific advancements and technological threats, such as Soviet nuclear, chemical, and ballistic missile capabilities. The AD/SA managed the CIA’s classified overhead reconnaissance operations, including the deployment of advanced aircraft like the U-2 and A-12 OXCART. Together, these offices ensured the United States could both gather critical intelligence over contested territories and accurately evaluate the technical capabilities of foreign adversaries during the Cold War. The memoranda refer to an incident on November 19, 1964, in which a U.S. Naval aviator described observing an unidentified object as “delta-shaped, about the size of a jet fighter.” The pilot visually estimated the object’s velocity as Mach 3 (approximately 2,200 mph). A corresponding track from an AN/SPS-49 radar system aboard a U.S. Navy guided missile destroyer in the area, USS Gyatt, measured the object’s speed at 3,800 knots (approximately 4,373 mph). The memoranda indicate that, in the opinion of the AD/SI, the object was conceivably associated with foreign intelligence gathering activities, citing active missile testing within the AFWR, or Atlantic Fleet Weapons Range, as being an attractive reconnaissance target. The AD/SA and AD/SI also ruled out domestic experimental aircraft, such as the YF-12A OXCART, as a potential attribution.

The briefing contains visual estimates regarding the phenomenon’s apparent capabilities from the pilot of an F-8 Crusader who was present during the incident.
